Labour Minister’s employment numbers do not tell the whole story
The dip and recovery in employment rate does not follow the neat political divide of NDA and UPA government terms. Most notably, the recent improvement in India’s labour statistics hides the poor quality of the new jobs being created in the economy.

This EAC-PM working paper on domestic migration uses three high frequency and granular datasets—the Indian Railway Unreserved Ticketing System data on passenger volumes, mobile telephone subscribers’ roaming data from TRAI, and district level banking data—to understand the likely impact of migration at the places of origin. Its findings indicate that overall domestic migration in India appears to be slowing and has reduced across the country by 11.8 per cent. The paper hypothesizes that this is on account of improved conditions and opportunities at the places of origin.
The Gig Economy

India’s Gig Workers Are Riding into an Uncertain Future
Twenty-eight-year-old Gautam works two jobs, both in India’s booming gig economy. Mornings, he spends delivering food. Evenings, he turns his bike into a bike-taxi and takes irate passengers returning from work back home through the capital’s congested streets. All this effort earns him around Rs 22,000 a month, after accounting for fuel costs. He moved from Meerut, Uttar Pradesh to Delhi two years ago. He is among the millions on whom it depends if India will ever realise its demographic dividend. But he is tired, anxious, unhappy and craves a semblance of financial and social security.

More than 24,000 ‘instructors’—teachers on contract—are paid Rs 7,000 per month to teach classes one to eight in Uttar Pradesh, making up 4% of government school teachers. In 2017 and 2022, the ruling Bharatiya Janata Party promised salary hikes and permanent jobs. The BJP govt began 3 flagship schemes to promote skilling but despite ambitious targets and substantial public investment, India’s skill development landscape, in the last decade, has remained mired in quantity-driven metrics and dubious success stories… In 2017-18, 29% of vocational trainees undertook courses lasting over two years, which halved in a matter of six years. By 2023-24, this figure plummeted to just 14.29%. Meanwhile, the share of trainees attending courses shorter than six months sky rocketed from 22% to 44%.
